Former Scotch Plains Mayor Martin Marks gives a perspective on why this is, the potential remedies and what you as a taxpayer can do about it. Dr. Martin Marks served on the Scotch Plains Township Council from 1997-2008, the last nine of which was as Mayor. He has been a candidate for both the New Jersey Legislature and the U.S House of Representatives.
